The City of Bemidji owns a 14-acre parcel connected to a thriving downtown district. Loucks drew on its expertise and past experience to work through several potential scenarios for development, including cost estimates and environmental clean-up options. We evaluated how to safely reuse slightly contaminated soils onsite (in lieu of hauling material to a landfill), which reduced redevelopment costs by several million dollars. This feasible design approach, combined with the market study, provided the City of Bemidji with the tools needed to determine next steps for developing the site.

City Centre Campus

Andover, Minnesota

At A Glance

Loucks teamed with the Architect and worked with the City of Andover staff to develop a master plan for the City Campus. The plan focused on enhancing the public works facility and community center, and incorporated a large central park with performance and gathering spaces. The project included an elaborate public process, during which Nate and the project team worked with a variety of stakeholders to solicit ideas and feedback, and documented their needs and vision for the space. The preferred plan incorporated all the program elements identified by the stakeholders and crystallized their vision for the future City Campus.

Bella Vita Master Plan

Rochester, Minnesota

At A Glance

Loucks developed a master plan for a new multifamily residential development in Rochester, Minnesota. The project included developing a master plan for the two additional parcels recently acquired by the Stencil Group adjacent to the Bella Vita Phase 1 & 2 project sites. The overall goal of the masterplan was to combine the new parcels with the current development phases creating one large multifamily development with shared amenity spaces.

Rogers Downtown Master Plan

At A Glance

The City of Rogers partnered with Loucks to develop a small area plan for the Downtown District. The planning process included analysis of the downtown, community surveys, and several open houses. This process led to multiple concepts plans which addressed pedestrian safety and traffic, parking, new development, preservation of existing development, and public realm enhancements.

Eagle Brook Church

Apple Valley, Minnesota

At A Glance

Eagle Brook Church, Apple Valley Campus project converted an existing big-box retail store into a modern worship building and campus. The large, paved storage yard and parking areas were reconstructed to improve site circulation and pedestrian safety. Overall hard surface coverage was reduced from the existing conditions allowing adequate space for creation of outdoor gathering areas, open stormwater management facilities that dual function as a landscape amenity, and ample screening. Developing an effective stormwater management strategy was key to a successful project due to existing shallow storm sewer infrastructure surrounding the project area while also located in a drinking water protection area. Through the process of strategic site layout, we accommodated a series of swales, shallow pretreatment outlet structures, and open filtration basins to treat stormwater on the site.

Nordicware Expansion Building 8 and 9

St. Louis Park, Minnesota

At A Glance

Building 8: 21,853-square-foot addition to the manufacturing warehouse, constructing a second loading dock, a new parking lot on the north side of the property and landscaping improvements.

Building 9: 45,000-square-foot addition to the warehouse and loading dock operations on the east side of the campus. The project includes a small café with an outdoor patio on the south side of the property facing the regional trail.
