Union Flats

Saint Paul, Minnesota

Loucks provided civil design and land surveying services to help successfully transform an industrial brownfields site (former headquarters of Hunt Electric Corporation) into a vibrant 217-unit apartment development in Saint Paul’s Midway district. Our civil engineers worked closely with the project team to meet owner and stakeholder goals for safety, connectivity and usable open spaces.

The design team addressed safety and connectivity objectives by elevating the first floor of the apartment building nine feet above street level while simultaneously preserving pedestrian connectivity to the nearby light rail transit. In order to offer bicycling as a viable commuting option for residents, the design team included an accessible courtyard in the southeast corner of the site, which conveniently connects to a bike lounge. Union Flats is an exciting addition to the Midway community and the project team made the best use of the site while meeting specific development goals on this brownfields site.

Cottage Grove Apartments

Cottage Grove, Minnesota

Loucks is currently working with Roers Companies to design and engineer construction for a new multifamily development in Cottage Grove, Minnesota. The challenging site navigates several utility easement issues and space constraints, but the design maximizes the potential for the development. The project proposes extensive retaining walls to make the site buildable, new outdoor amenity areas, a new shade structure with customizations. The project allows residents to enjoy a safe, sustainable outdoor space equipped with grilling stations, relaxing seating, gardens, a firepit, and enhanced shade. The new planting design even attracts pollinators like bees and butterflies.

A-Mill Artist Lofts

Loucks collaborated with project partners and stakeholders on a $156 million renovation effort to successfully preserve the historic Pillsbury A-Mill site and transform the space into affordable housing for artists. Many of the building’s original features remain intact, including the original heavy timber and iron frame, Platteville limestone foundation, massive white grain silos, Warehouse No. 2, and the Red Clay Tile elevator with its landmark “Pillsbury’s Best Flour” neon sign. Loucks laser scanned the interior and exterior of the building, as well as the historic hydropower tunnels, which were reconditioned and reused to provide seventy percent of the buildings power needs. Loucks also utilized laser scanning to measure an unearthed historic rail transfer table and showcase the structure in a sunken garden area with an overhead catwalk.
